What is the best StockInsider alternative for congress trades?

Depends what you want to pay. Capitol Trades and GovTrades publish the same disclosures for nothing, with no app and no alerting. Quiver Quantitative goes deepest on the dataset. StockPlus sits in between: the congressional feed is free, it pushes a filing that touches your watchlist to your phone, and Pro is $2.99/mo.

Is there a cheaper app like StockInsider?

Yes, several. Capitol Trades Tracker is a free Android app for congressional filings with no subscription at all. Capitol Gains is iOS at $6.99/mo. StockPlus Pro is $2.99/mo and also covers prices, alerts and a daily briefing, which the other two do not.

Does any alternative cover 13F holdings as well?

StockPlus does, through a Funds tab built from 13F filings, and so does SECForm4.com on the web. Most of the congress-only trackers stop at the STOCK Act disclosures and do not touch institutional holdings.
